The Bad News: the EU fisheries Ministers failed to agree on any measures to cut fishing for sea bass when they met on 15 December. The rumour is that the French were not prepared to accept any reduction in the amount of sea bass they can catch. Complete disregard for the legal requirement to manage the stock sustainably by following the scientists' advice.
The Good News: our Fisheries Minister, George Eustice MP, and DEFRA have taken the magnificent unilateral step of asking the EU Commission to introduce emergency measures to stop the pair trawling that takes place each Winter/Spring in the sea bass spawning areas:
"In line with the commitment made at Council, the UK stands ready to work with the Commission and the other Member States involved in this fishery to take measures to protect this stock from the start of January 2015. Given the urgency of the situation, we are hereby making a reasoned request, under the terms of Article 12 of the CFP Regulation (1380/2013), for the Commission to adopt emergency measures to alleviate the serious threat to the sea bass stock. To reduce fishing pressure by protecting the spawning aggregations the UK proposes the adoption of measures to close area VIIe to pelagic trawlers targeting bass during January to April 2015."
The EU Commission now has to decide within the next few weeks if it will act on the UK's request. The French commercial fishers are angry about the UK's request and will be vigorously lobbying the EU Commission to persuade them not to take action.
Let's tell the EU Commission that we care deeply about this and that they need to listen to us, not the owners of the 60 or so French pair trawlers that are destroying the sea bass population for short term profits!

Anglers are reminded that they must follow the Cfsa rules for weighing fish. The weighing of fish must be witnessed by a listed officer of the anglers own club or of another affiliated club- using certified scales.
If it is found that the rules have not been followed the fish cannot be accepted.

The flounder above was kept alive and released. From January onwards in Mounts Bay AS Gary could have just photographed it next to a measure, weighed and returned it where caught. No witnesses needed.

Conservation in action at Newlyn
Bass arrive around West Cornwall at this time of year from all around England and Wales. Those that are big enough may well be ready to spawn but this lot won't. My guess is that there are a lot of commercial line fisherman who will also not be impressed.
Turns out this is an old photo but good that it has provoked a wide ranging debate on the CFSA Facebook Page.
I believe there is a lot of common ground between the commercial sector and recreational sea anglers on some issues e.g. French Pair Trawling. But surely there is also a problem with targeting winter shoaling fish with mono nets.The bass in the picture may well be the potential livelihood of commercial fishermen in other parts of Britain in the summer months.
No doubt there is also a problem with anglers taking home 20/30/40/50 fish to sell BUT these people are not recreational anglers but are actually commercial fishermen -just probably ones breaking the law in one way or another.

Behind the scenes people are putting in an amazing amount of effort to safeguard and improve the future of sea angling. Here is just one example. A story appeared on ITV about the threat to the £100m North Devon Commercial Fishing Sector.
At first glance it seems totally plausible but now read Malcolm Gilbert's reply to ITV.
We are very lucky to have Malcolm on our side-not many people would put that amount of effort into these issues.

Did you carry out any research at all to substantiate the wild and ridiculous accusations that representatives of the fishermen are alleged to have made?
I ask because the entire landings of ALL fish and shellfish into England by UK vessels is less than £160 million and almost £100 million of that is shellfish (source: Marine Management Organisation statistics for 2013 available at:https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/358342/UK_Sea_Fisheries_Statistics_2013_online_version.pdf
These Government figures also show total ray and skate landings into the whole of England only amounted to £2.4 million.
I am fully aware that landing values only reflect first sale turnover and there are downstream economic impacts from transport, packaging, processing, wholesaling and retailing but to suggest the North Devon marine fisheries sector is worth £100 million is palpable nonsense.
As for there being over 700 processors in North Devon, SEAFISH, the Government sponsored body for the seafood sector [http://www.seafish.org/ ] state there are only 325 in the entire UK and only 34 across the whole south west! SEAFISH further state that the health of the UK catching sector is no longer crucial for the UK seafood sector since most UK fish landings are exported and most fish consumed or processed in UK is imported or from aquaculture.
As long ago as 1997 when Labour won the general election, retiring Conservative Fisheries Minister, John Gummer publicly announced that as Minister, he had never been able to implement the conservation measures he believed were necessary to arrest overfishing because of the political clout of the catching industry who punched way beyond their real economic weight and enjoyed huge public sympathy. He added that the lawn mowing industry was economically more important and created more jobs, but it didn’t have four devolved Ministries across the UK !
I have just visited the UKIP website which carries the banner message “Get Informed”, where UKIP Chairman Steve Crowther who patently isn’t informed, says skate and rays make up 70% of landings in North Devon . My calculator tells me that IF the entire English catch of rays and skate were landed into North Devon, and they most certainly are not, then the entire landings value of all fish for North Devon would amount to less than £3.5 million. To get that figure to £100 million requires a level of multiplication of mind blowing proportions!
The only marine fishery that may be worth £100 million to North Devon is recreational sea angling and for that fishery, rays and skates with a high level of catch and return, are particularly valuable. In fact, according to the latest Government research, [Sea Angling 2012 available at:https://www.gov.uk/government/policies/reforming-and-managing-marine-fisheries-for-a-prosperous-fishing-industry-and-a-healthy-marine-environment/supporting-pages/sea-angling ], recreational sea anglers across England pump £1.23 billion into the economy and the species upon which the un-subsidised recreational sea angling industry depend, have a first sale value from commercial fishing of just £30 million across England, less than 3% of their value as angling species. In fact, recreational sea anglers put more money into the chancellor’s coffers in VAT than the entire value of all English fish landings!

Tintagel held a very successful Bass Comp last weekend.
The winning fish was a double figure beauty for Simon Toms.

"This was an extremely well organised and well supported competition with excellent prizes and best of all, superb hospitality shown by Tintagel SAC and their main Sponsor,Sharps Brewery based at Rock . Free Sharps beer was offered to all those that entered the competition and returned to the weigh in together with a buffet. Absolutely brilliant and I know many of the people attending thought the same. This has followed a recent trend of excellent competitions and very sociable weigh ins hosted by Clubs in Mid and North Cornwall including Grenville SAC, St Columb SAC, Padstow SAC, Camelford SAC and Tintagel SAC. Well done to all involved in organising and helping to obtain sponsors for these competitions because it can be a thankless task- However, many anglers appreciate it and that is being shown by the numbers attending the weigh ins- future support is guaranteed!!"

The CFSA Fish of the Month Final produced an unusual result on Sunday.
First back to the scales was Gary Sicolo with an Atlantic Bonito of about 10oz but would you believe it just a few minutes later Ed Scliffke turned up with one slightly bigger. Both fish were awarded 100% as the first landed in the CFSA but Ed was awarded first prize as his was the heavier.

Tintagel SAC held there open competition over the weekend of the 13th/14th September and various specimen fish filled the leader board.
The overall winner Richard Wright of Tintagel SAC equalled the club record that dated back to 1983 with a scad of 567g (153.66%). Several
fish over 100% didn’t make it on the winner’s board with a fish of 110% taking 8th place.
The club would like to extend there thanks to all the anglers that participated, our sponsors and the various sign on venues.

Great day with skipper John Wicks, fishing the F.O.M boat comp. We had 18 different species of fish, which include these two 100% couchs. On board fishing the comp was Bryan Robinson, Ducan Randoll and Ed Schliffke. Not forgeting our skipper John Wicks. Ducan's bream weighed 3.1085kg approximately 6.15lb. Ed's bream weighed 2.4870kg, approximately 5.8lb.

A couple of very important points for CFSA clubs and their members to note.
We all know that tinsels often come in sets of four but anglers are reminded that CFSA rules state that only 3 hooks may be used. Even if you fishing for bait you must not use more than 3 hooks. It could be very embarrassing for everyone concerned if someone is accused of cheating.
Secondly will anglers please remember that when fishing they are representing themselves, their clubs and the CFSA. With today's technology many people have the means to photograph and/or video you.

Comments from the Shore Recorder:
July was an odd month in some respects with fish around in some places and not others with even a few miles of coastline making a big difference to success. Most notable feature was the quality of bass being caught. 2 double figure bass lead the July FOM from the shore with a reasonable range of other species. South Coast generally seems to be producing more specimen fish this year and this is now highlighted by the impressive return of the mackerel which now appear to spread out in huge numbers from Looe to Lands end. North coast is fishing very oddly with reports suggesting that rock marks are either weeded out or have with a relative lack of fish, notably mackerel. There does seem to be a good number of spotted ray, however these are again quite localised with some nights better than others with most being small fish.
Congratulations to Camborne AA who won the Duchy Match on Sunday.
Billy Williams of Mounts Bay caught a flounder of 606g at last light but was up again at dawn and landed this lovely bream of just under 3lbs. He kept the fish alive in a bucket and returned it after weighing.
For a change it's not a big mullet for Kevin Lenderyou of Mawnan SAC but a lovely Dover Sole of over 2lbs caught from the shore.
50lbs bass from Cornish Beach?
Malcolm Gilbert and others are putting in a tremendous amount of time, effort and money to change the way our local fisheries are managed. If all of you anglers out there support their efforts perhaps you will be able to catch fish like this -well perhaps not quite.
This 50lbs beauty was caught by Malcolm on a lure while shore fishing in the USA where conservation is taken seriously.

Sorry to report that the pontoons in Newlyn and are no longer available for angling. There is soon to be a gate and card entry system in place. You may still fish the North Pier but must obtain an annual permit for £10 from the harbour office.

Without doubt June was a good month but the lack of mackerel is still very odd and many commercial fishermen are suggesting its the worst ever season for mackerel!! which is quite worrying.

For the moment it would be appreciated if you did not fish the pontoons in Newlyn Harbour. A meeting is scheduled for later in July with the harbour authorities to discuss the issue of access for anglers but until that time we would ask anglers to stay off.

Cornwall IFCA is looking to involve as many voices in the formation of its Recreational Sea Angling Strategy as possible. If you have an interest in the way inshore fisheries are managed or would like to find out more about how Cornwall IFCA manages the fisheries please come along to the open meeting.
This is the first sector specific strategy Cornwall IFCA has produced and as such represents a major step in recognising the value and importance of the recreational sector in the Cornish fisheries. This is your opportunity to become involved in this process from the start.

Mark Baguely lands 18lbs thornback -or so he thought!
Using only 1 hook Mark landed an 11-8-0 and a 6-8-0 on the same cast.
The smaller one was hanging on to the bigger one's dangley bits.

Fishing in the annual Tre Pol Pen Match both Jason Hawke of Camborne and Peter Maddern of Mounts Bay broke their club's records with golden greys over 2-11. Jason's was a few grams heavier and took 1st place in the pool. The match overall was won by Camborne with a superb display of team angling. (just been told Jason's fish missed the Camborne record by a few grams)

What a brilliant day's boat fishing for Ed, Bryan and Duncan of Padstow SAC.
Aboard Emma Kate 2 they landed 90 huss and 8 tope. All the tope were measured and returned and the biggest of the huss brought ashore alive before weighing and putting back in Padstow Harbour. Apparently they have asked the harbourmaster to keep the gates closed until the next shore comp!

As you are all aware the CFSA has put a tremendous amount of time into gathering a petition of several thousand signatures asking for an end to close inshore netting.
The petition has been presented but there is a determined effort by some of the fisheries powers to ignore the petition and recreational anglers in general.
We desperately need as many people as possible to contact the County Councillors on the Fisheries Committee to make sure our case is genuinely taken seriously.
Please, please take a few minutes to e mail or write to the Councillors concerned expressing your concerns and emphasising the importance of recreational sea angling to you and the Cornish economy.

What is needed urgently are club views and input.
Are you happy with the way things are or do you wish to see major changes?
It is the clubs that make the rules not individual members or officers.
Please discuss this issue at your next club meeting and then contact Brian Collick(see contacts page) who will be chairing the group going through the rules. If you or a member of your club would like to be part of this group you will be welcome.
Weighing Rules as they stand in 2014 -and must be followed.
1. All fish entered into the CFSA must be weighed on club's certified scales that have also been checked at the CFSA Fish Recorder's meeting held every year around November.
2. Hand held scales must never be used-a certified and checked spring balance type scales can be used but must be supported on a tripod or similar. Only for fish too heavy for your club scales (the rules actually say over 20lbs but most club scales now weigh up to at least 15kg) a certified commercial scales can be used e.g. fish market.
3. Fish weighing must be witnessed by a club recorder/weighmaster of your club or another club.
A list of recorders/weighmasters should already have been sent to one of the CFSA Fish Recorders.
4. Fish over 100% of the specimen weight list must be reported within 48 hours to the shore/boat Fish Recorder and retained for identification checking if deemed necessary. A phone call/text will most of the time be all that is needed.
Please stick to these rules-if in doubt contact a CFSA Fish Recorder.
If you don't like these rules and want change now is your opportunity to have your say-don't moan later.

4. Fish over 100% of the specimen weight list must be reported within 48 hours to the shore/boat Fish Recorder and retained for identification checking if deemed necessary. A phone call/text will most of the time be all that is needed.
Please stick to these rules-if in doubt contact a CFSA Fish Recorder.
If you don't like these rules and want change now is your opportunity to have your say-don't moan later.

This was the scene at Trefusis this week and at Bell Rock (Mousehole) I collected a whole bag of plastic,discarded line and various other items. There's a bin right next to where the cars are parked.

No one was willing to take over as Chairman -so temporarily Vice Chairman Brian Collick will take the Chair but still as Vice Chairman.
Thanks to these people for putting their hands up and giving up their time to fulfill these important roles.

You will no doubt remember the superb bass of 16-8-9 caught by Kevin Eddy of Redruth Club back in the summer.

Recent press reports of sea birds being washed up dead and of birds being tangled in mono netting have substantially raised the level of debate within the Marine Management Organisation, Inshore Fisheries Conservation Authority and Police circles.
If you come across numbers of dead sea birds or witness nets being hauled with dead sea birds, please do your best to obtain photographic evidence and note as many details as possible such as location, date, exact time, description of boat, any registration numbers and names/addresses of any other witnesses.
Please submit your evidence to the Cornwall Inshore Fisheries Conservation Authority (IFCA) at St Clares Offices, St Clares Street, Penzance, TR18 3QW Tel: 01736 336842.
Please also keep the CFSA informed of any reports you make to the Cornwall IFCA, or if you prefer, the CFSA is happy to do this on your behalf and also ensure reports and evidence are additionally circulated to: Cornwall Wildlife Trust, Natural England and the Royal Society for Protection of Birds.

The proposed dredging of Falmouth Docks area to facilitate more and bigger cruise ships would need a dredging operation that would dispose of approx ONE MILLION TONS of spoil that would be dumped on some of our angling ground in Falmouth Bay !
The Liberty wreck in the bay would almost certainly be covered in silt as would be adjacent fishing grounds !
Fishing off Trefusis and the surrounding area may also be badly hit ( Boat and Shore ! )
The proposed dredge could take SIX MONTHS !
