“The recreational sea angling sector has been well and truly screwed over by the politicians. This year, we have had a bag limit of 3 bass. In 2016, whereas, gill netters can now fish during four of the first six months and retain/land up to 1300 kilos in each of those months, recreational anglers have a zero bag limit. For the second half of the year, again whilst gill netters can retain/land 1300 kilos each month, recreational sea anglers are subject to a one bass bag limit. [Defra must have told the Minister that in 2014 only 111 vessels out of 1,331 in the UK managed to catch 1000 kilos of bass in a month, so the vast majority were unaffected by such a limit, yet the Minister has seen fit to increase the limit to 1300 kilos for gill netters, effectively dismissing the scientific advice with similar contempt with which he has treated the recreational sea angling community.
This debacle is not only grossly unfair to recreational sea anglers but even more importantly, the bass resource itself is going to be subjected to far higher levels of fishing mortality than the scientists recommend. In the long term it is a catastrophic outcome for all of us who crave restoration of bass stocks with truly sustainable long term exploitation.”

Many of you have already sent bass emails to the EU Fisheries Ministers and officials in the last month – well, we need you do it again and this time it is super-urgent since we need to get our voices heard before the EU Council of Ministers Fishing Opportunities meeting on 14 and 15 December.
In short, on Friday the EU Commission proposed that Catch & Release bass fishing should be included in the 6-month moratorium and we have to tell them this is not acceptable. Here is a suggested email, but please feel free to say whatever you wish.

This will bankrupt many bass guides and charter boats that rely entirely or substantially on catch & release bass fishing. Additionally, many small coastal villages will be hit by losing valuable associated tourist income: hotels, pubs, restaurants and tackle shops.
Yet at the same time, commercial vessels will be able to land and sell bass up to 1% of their entire catch, which for large vessels could mean very significant amounts of bass. This is simply not equitable.

I am a PhD student at the Centre for Marine and Coastal Policy Research at Plymouth University and I am writing to ask if you could help me with a short online survey I am running at the moment with different marine user groups in the South West. In my project, I am exploring different approaches to improve the engagement of stakeholders in marine management decisions. And I am hoping to be able to get some responses for my survey from the sea angling community as sea anglers are one of the main user groups of the marine environment and key stakeholders in any potential marine management decision.
So I wanted to ask if you could forward my survey to the members of the Cornish Federation of Sea Anglers. Please also feel free to take the survey, that would also give you an idea of what it involves.

Shore results for October just published plus the following report from Simon Toms
Despite what must so far be the strangest year for sea angling in living memory in Cornwall, October 2015 will go down in the record books. The weather remained remarkably mild with a very prolonged calm spell throughout the mid to end of the month which allowed anglers to fish some of the more exposed marks in almost perfect conditions. This subsequently resulted in some excellent fishing topped by a magnificent Blonde Ray of 26.15.2 for Mark Reed of St Columb Sea angling club. This was a new Cornish record beating the previous best set in 1966. I was fortunate to witness the capture of this fish and the depth and width of it was simply staggering. Well done Mark - I am sure that the other anglers present that day will remember it for a long time to come. Not to be entirely out done, Joe Gould of Truro City SAC also managed another excellent Blonde Ray on the same day that ordinarily would have been fish of the month. Joe’s fish was a new Truro City Club record of 16lb 8 oz 5 dms. Joe has fished hard for many months this year and certainly deserved this fish for his efforts. Kevin Lenderyou also managed a fine Blonde of 14lb 5oz 15 drms which has now taken him into a commanding position on the County Championship this year with a total percentage for his 10 fish of 1045 %.
Several anglers are actively competing for this and it just takes a string of luck and a couple of good fish to change the results – with the way the fishing has improved in recent weeks we might yet see some more very good specimens.Sue Rule of Camborne AA continued her run of success with the Triggerfish capturing an excellent specimen of 4lb 12 Oz 6 dms. This fish set a new County record. Sue mentioned that the fish was notably thin compared to the other triggers that she has caught recently and could potentially have been much larger. Sue’s overall percentage on 10 fish is now a very creditable 987%. This has meant that she has been close to being the leading angler from the shore this year on more than one occasion – if we had remained on 5 fish for deciding the Championship positions, things would be extremely close indeed!
Bass fishing finally picked up in October as the calm spell encouraged bait fish in close to the shore and several good fish were landed with a new Ladies shore record of 7lb 1oz for Natalie King of St Columb SAC. Despite improved catches, we still only have one bass over 8lb weighed into the CFSA this year from the shore and to my knowledge very few over the 100% specimen weight have been caught anywhere in the County. Let’s hope it has just been the poor weather conditions this year that affected the bass fishing during the normally productive late summer period.

Despite the poor weather forecast 62 people entered the competition and some excellent fish were brought to the scales.Thanks to those that entered, to the club officers that organised the event and those that provided the raffle prizes. The club managed to provide a prize for every angler that weighed in a fish.
Thanks also to Anglers Den Hayle-West Cornwall Angling Penzance-Newtown Angling Praa Sands and County Angler Camborne.

Congratulations go to Chris Philips who came first and won £300 + pool with a fish of 2085g.
Second was John Keast, third Paul Hawken, fourth Martin Rickard and fifth Richard Coad.
Our thanks go to all the sign on venues, the sponsors, particularly Sharps Brewery, all of the entrants and the Wootons Hotel for their hospitality.

On the conservation subject and with club AGMs probably taking place over the next few months are any clubs in Cornwall thinking of going Catch and Release?
Down here in West Cornwall we at Mounts Bay are just coming the end of the first year of allowing anglers to weigh their own fish and return them if they wish. You can see lots of photos on MBAS site of beautiful fish being photographed and put back to swim another day.We have had no problems and it looks as if we will be taking the idea even further next year. We still have scales available for those who want to use them but many now don't.
How about joining us for the sake of conservation and show recreational anglers are serious about it.
We now are quite happy to say that if someone wants to cheat just for a trophy then let them do it!
Being controversial-how about the CFSA allowing all fish to be Catch and Release and based on trust in all angling where money prizes are not involved. What do other clubs think?
If the rules meant anglers must put photos of fish on the website it would be more interesting for everyone and then commercial men could not keep moaning about anglers killing fish just for trophies.
I'll ask the facebook editor to put this on the facebook page so that people can comment. (not been able to contact him yet)

This scad was caught out of Newquay by Martina Crkonova and weighed in at 3-0-9. The largest ever caught in Cornwall but Martina is not in a club although she would like to join a club in the Newquay area.

Mounts Bay Anglers had a great day on BITE out of Penzance. They boated a total of 86 sharks-mostly blues but including three porbeagles. The best fish was 142lbs by Mounts Bay Chairman Mike Delbridge followed by one of 104lbs by Anthony Blewett.
Steve Wade of Mevagissey SAC with a good shore caught tub gurnard of 1-8-1
St Columbs S.A.C member Jake Winship with a new club record Plaice of 1820 grams or 4.0.3 beating Terry Greens long standing record which was 3.12.13
The CFSA General meeting 9th October will start with a short 25 minutes DVD film that was first shown on Channel 4 in 1985. The film explores the concerns at the time of fishermen and the then Chief Fisheries Officer of the Cornwall Sea Fisheries Committee at the exponential growth of gill netting in Cornish waters. There is some scenic footage of Cornwall coastline and underwater footage of fish becoming trapped in gill nets. The invisibility of modern mono netting in gin clear waters is very evident. Unfortunately, as we now know, the concerns amongst some of the more conservation minded fishermen were drowned by a wave of euphoria as other fishermen celebrated record catches and port records were broken. Fisheries management then, was focussed primarily on short term earnings with no consideration of sustainability.

As some of you may know Mounts Bay AS member Gary Sicolo has not been too well lately.
His daughter Emma is running the Bristol half-marathon to raise awareness for the disease he suffers from - Acromegaly. Here is her message below, please help support her efforts:
Acromegaly - Excessive enlargement of the limbs due to thickening of bones & soft tissues caused by a growth hormone from a tumour of the pituitary gland.
We've always known my buffoon father is unique (who else's father ties a dead dormouse to the front door to squash on my hand or superglued their keys together??) he proves it by developing this horrific rare disease which effects five in a million people. Whilst he is extraordinary brave it has restricted his life resulting in several holidays in hospital beds (selfishly ruining my swimming pool bingo) and heartbreakingly not being well enough to attend my brothers wedding (probably just had a double booking with a fishing comp)

It is for this rare disease I have decided to run/crawl/get a taxi over the finish line of the Bristol half marathon.

Grenville Open Results
All members of the Grenville SAC would like to thank everyone for taking part in our open competition. 62 anglers entered with 7 different species being returned to the scales, 7 over 100% and others not far below the specimen weight.
A big thank you to all our sponsors especially St.Dennis Workingmans Club and War Memorial Institute for donating first prize of £200 plus £50 towards the prize table.
Congratulations goes to Kevin Lenderyou for taking 1st prize with a superb golden grey mullet of 2-7-7 producing a healthy 152%. Winning himself £200 +£30 pool money. Other pool winners were Shane Hawken 2nd £20 pool. Robbie Instance 3rd £10 pool.
All other prize winners took away prizes down to 8th place, with 8th place receiving a £30 LED headlight and fixed spool reel worth £45. A good raffle table was displayed including fishing tackle floatation suit etc. Free pasties were given out to all present at the weigh in a few pints were polished off and a good weekend enjoyed by all that entered.
The Grenville club looks forward to your support again in 2016, so untill then tight lines be safe and enjoy your fishing.

An explanation of parking issues at Hayle Asda
In ASDA's planning application they asked to be able to limit free parking to two hours, but it was decided that it should be THREE hours to allow users time to visit the other businesses in the area. The three hours was set in their planning permission.
Asda themselves offered unlimited free parking, but underestimated how well the store would perform.
Right from the start they had more customers than expected and at Whitsun week the car park was full at times with potential customers driving away.
The local manager applied to his bosses to withdraw the unlimited free parking and revert to TWO hours free parking, to make the most of their busy periods.
The free Three Hours though was set as a planning condition, and they would need a planning application to get it reduced to two. It is highly unlikely that it will be granted permission and so will probably stay at three hours.

At long last the fishing has improved and some good fish are now being caught and weighed into the Federation. Rob instance tops the May "Fish of the Month" with an excellent Thornback Ray of 15lb 3 oz which came within a whisker of beating the County record set last year by Paul Hawken. Other fine fish recorded for the month were a fabulous bass of 10lb 10oz for Roger Burt of St Columb, Kev Lenderyou with the years best Thick lipped mullet so far of 5lb 8oz. Terry Green of St Columb club had a nice surprise fishing the 4 club inter club bull Huss competition when he landed a good spotted ray of 5lb 13oz. It was also good to receive returns from Tintagel and Camelford clubs. Camelford club member Paul Wilkins recorded the years best shore caught Garfish of 1lb 10oz with Terry Brown of Tintagel recording a Starry Smoothound of 8lb 7 oz.
Sue Rule continues to lead the ladies Championship after her impressive start to the year. Sue added a fine Ballan Wrasse of 5lb 1oz to her years fish list.
For the Juniors, Mike Prisk of Looe Club landed a fine Ballan Wrasse of 5lb 3 oz whilst fellow club member Talan James headed the best fish list in the U11 with a 4lb 5oz .
Garfish together with mackerel have been notable by their absence in Cornish inshore waters this year. Mackerel were apparently fetching up to 6lb per kg which shows that even the commercial boats are finding them hard to come by. Let's hope they turn up later in the year as they did last year.
Despite the mackerel and garfish, overall, May provided encouragement that the fishing is improving. Well done to all those anglers who did manage to record fish. By the end of this year, I think it likely that we will have an extremely impressive list of specimen shore caught fish which would be the envy of any other County. Good fishing and keep the returns coming in.
As a reminder, the first leg of the Holman's inter club competition will be fished on 12th July -see poster for details. All club members in the CFSA can enter fish on the day ( no sign on required and fishing to one day rules) to contribute to their clubs top 5 specimens. Maximum of 2 species and 2 fish per angler per leg ( 2nd leg in Oct) meaning that any club, no matter what the size can compete. Weigh in with any CFSA club recorder and just ensure that your own Recorder has your weighed fish for the month end returns. It would be great to get all of the CFSA clubs participating in this competition .

Mat has been putting many hours in trying to catch this specimen and after watching his fishing buddies reeling in a lot better fish than Mat has he decided to do it alone. After a few casts Mat connected with this beast. With 10 minutes gone Mat finally made head way and popped the fish on top of the surf and glided the ray on to the beach well done Mat a well earned fish proving, put the time in and you will succeed.

St Columb Sac open comp results (Report from Sean Johns)
Some great fish caught this weekend which made for a great weigh in with the leaderboard changing all the time. It all started with Gary Sciloo slapping down his spotted ray of 5.1.13,Gary fought off Thornback rays, smothounds, turbot, Plaice, bass and LSD until St Columb angler Roger Burt who had been loitering around slipped outside and brought his fish box in and pulled out the fish to beat all fish a bass of 10.10.11 equalling 213% . There was 84 entrants and 17 fish brought to the scales and 9 different species well done to everyone who brought fish back and a big thank you to all the people and tackle shops who helped St Columb Open to be a successful one

It all started with Gary Sciloo slapping down his spotted ray of 5.1.13,Gary fought off Thornback rays, smothounds, turbot, Plaice, bass and LSD until St Columb angler Roger Burt who had been loitering around slipped outside and brought his fish box in and pulled out the fish to beat all fish a bass of 10.10.11 equalling 213% . There was 84 entrants and 17 fish brought to the scales and 9 different species well done to everyone who brought fish back and a big thank you to all the people and tackle shops who helped St Columb Open to be a successful one

Some may be wondering why there has been a lack of updates of late on the CFSA website and there is one simple reason for this - a complete lack of quality fish!!
In total from the shore we have had just seven fish weighed in over 100% with 5 of these recorded in January, none in February (not unusual), two in March and again none in April (which is unusual).
You will see attached summary graphs which indicate the fish weighed into the CFSA from the shore for the first 4 months of 2015 and there has been just 73 qualifying fish weighed in total of which only 20 have been over 3lb in weight. In some years, we have had nearly the same number for one species of fish alone. 36 fish of the total of 73 weighed in from the shore have been less than 2lb in weight and this makes you begin to wonder whether our traditional sea angling rods casting up to 8oz are a little over-gunned for the majority of fish being caught. Sue Rule, the reigning Ladies County Champion, has done better than most and now has 6 species recorded with the highest total percentage in any group! Well done to Sue.
Things can only get better and lets all hope that we get a spell of good weather to get the fish moving into our inshore waters- there are signs that things are beginning to happen and there are at least lots of plaice around which is good to see although they are generally in poor condition with just 2 recorded over 2lb. As found last year, there seems to be a relative lack of mackerel and garfish in their traditional areas and you can only hope they are late arriving due to the recent run of cold and changeable weather.
At the recent CFSA General meeting there was a fair amount of discussion relating to various rule changes including those for competitions. The meeting agreed that there was the potential for confusion and in the interests of ensuring maximum participation, it was agreed to clarify this again at the next specimen fish committee meeting. Overall, there is a view of less talk of rules and more talk about fishing! It was also agreed that to be compliant with the weighing of fish rules, all fish entered into the traditional CFSA competitions must be weighed on certified club scales with catch and release only available if you enter the catch and release competition being run by Rich Buck. If in any doubt please call the recorders who will be able to help you. Results will be forwarded in the normal way on a separate returns sheet by your club recorder.
The results of the Easter competition cash back has been posted onto the results page. Congratulations to Sid Bennetts from Grenville SAC for winning this - Very well deserved Sid!! Well done also to all of the other winners and those that managed to catch fish in difficult conditions The results have now gone to the Treasurer and cheques will be on there way to winning anglers in the near future.
For many years one of our trophies, the KJ Holman Trophy, has been fished as an inter club competition over 2 legs with 4 man teams. For several years, only 2 CFSA clubs have competed for it which is a great shame as it a fine trophy for any club to win.
There was agreement at last years Specimen fish committee meeting that we should do more to encourage more club participation and enable all club members to fish for their club. The format has therefore been revised and all CFSA clubs and their members can now enter qualifying fish on 2 specific dates -12th July and 27th September. The competition will still be fished under one day CFSA competition rules, you can weigh fish that you catch on either leg with any CFSA club recorder using certified club scales. See attached flyer for the competition - YOU can therefore now do your bit to help your club win the Trophy - Juniors, senior men and ladies alike - just go fishing!
If you catch any good, unusual or interesting fish, please pass a photograph onto Pete Maddern who will put it on the website. Ideally photographs will be of the fish with a scenic background or near the sea as these photos always look much better if at all possible.
Final note, if you catch a smoothound from either shore or boat please remember that it is possible to record the weight of the fish by taking its girth and length measurements. However, care needs to be taken doing this as the girth of the fish is taken in front of the dorsal fin (not over the hump immediately in front of the dorsal fish) and the tail fork measurement is taken at the first tail fork and not the second. The method has been trialled on a number of hounds and if lengths are taken anywhere else, the weights can be out by a fair margin . There is no problem weighing a hound in the traditional way but do try to catch and release if possible using a witness and a photograph. Also remember that if a hound is measured and released, it will be assumed to be a starry smoothound (some fish have very faint spots) with formal identification of a common smoothound only possible by internal examination of the dead fish. All record claim fish must be weighed on certified club scales in the usual way. Fantastic fish that deserve to be looked after.

At the Cornwall IFCA meeting today (March 13th) the Sennen mullet netting issue was raised.
One of the councillors attending asked how much the fish were sold for.
The answer was 22p per Kilogram-yes that's right 22p per kilogram!
For those of you still working in "old money" that's 10p per pound.
A few facts you may like to know.
Mullet -scientists believe -only spawn every other year.
Mullet-depending on their sex-do not start to breed until they are 9 to 12 years of age.
Mullet can live to about 25 years of age.
Of course this means that a fish of 15/20 years of age -at the peak of it's reproductive life, weighing around 5lbs is worth the stunning sum of 50p.
If anyone does not agree with the information and figures above we will be quite happy to add your point of view.

Blaming French trawlers for the decline in sea bass around our shores has been a popular pastime among British fishermen for years. Now that argument is wearing thin as figures show a leap in the amount of bass caught by British boats, despite evidence that the stock is close to collapsing.
British commercial fishermen caught 1,041 tonnes of bass last year, up more than a quarter on the 817 tonnes caught in 2013, according to the Marine Management Organisation. The International Council for the Exploration of the Sea recommended last July that the total bass catch throughout the English Channel, Irish Sea, Celtic Sea and southern North Sea should be cut by 80 per cent to 1,155 tonnes.
The British fleet alone is now close to catching the recommended limit, even if no bass were caught by the much larger French fleet or fishermen from the Netherlands, Belgium, Germany or Denmark.
In January the European Commission imposed an emergency ban on trawling for bass until the end of April, when the fish will have finished spawning. The ban primarily affected 70 French trawlers, which operate in pairs and tow giant nets. British fishermen target bass mainly using small boats, which escaped the ban.
However, many of these small boats use a relatively new method of fishing called trammel netting, in which three vertical layers of different size meshes are drifted on to spawning shoals of bass.
The result is that fishermen are hauling in the breeding stock of bass, leaving a gap in the population that could bring collapse of the stock by 2018.
Martin Salter, of the Angling Trust, which represents game, coarse and sea anglers, said: “These figures are proof that the commercial sector is hellbent on catching all the bass it can, irrespective of the dire warnings from the scientists that stocks are in a parlous state and need to be preserved. The government needs to stop dragging its feet over introducing catch limits in UK territorial waters.”
Malcolm Gilbert, conservation officer for the Cornish Federation of Sea Anglers, said that the Department for Environment, Food and Rural Affairs had failed to take sufficient action to protect bass. “You have to wonder why they pay for the research. It seems they get the science then ignore it.”
Charles Clover, the chairman of Blue Marine Foundation, a conservation charity, said: “British fishermen based at ports all the way from Lincolnshire to Sussex are taking too many bass. We need a scientifically based management plan with clearly understood limits on all fishing methods.”
British fishermen are resisting a French proposal for bass to be subject to quotas apportioned according to previous activity, meaning that French boats would get the greatest share. The commission has proposed a minimum size of 42cm — instead of the present 36cm — for bass caught and killed to allow them to reach sexual maturity and spawn.
George Eustice, the fisheries minister, said: “We support the emergency measures taken by the European Commission to protect the declining stock. We are now working with other member states to agree a wider package of measures, paving the way for the stock to recover.”

What hope is there when this goes on! Spawning fish slaughtered for pennies! What would you think of a farmer who sent his sheep to the slaughterhouse a week before they lambed?
Of course it's historical -to feed the starving villagers.

This a sustainable way of fishing that has gone on for 100s of years and is perfectly legitimate.
The men involved are commercial fishermen who have had little income in the winter and have bills to pay and families to feed.

To comply with scientific advice, UK commercial landings now need to be ratcheted back by 85% based on 2014 landings.
The only noises to emanate from Defra have been the closure of the offshore fishery (almost entirely French vessels) and a three bass bag limit for recreationals combined with the possibility of an increased mls to 42cm just for RSA.

January shore results just published on recorders page-summary from Simon below:
Overall, with the exception of the codling fishing, I would say that January was poor overall with very few fish recorded by the CFSA members over the qualifying weights. Flounder in particular were conspicuous by their absence with only 2 weighed in over 2.5 lb. Dabs were the most common species recorded with a total of 11 weighed in but most of these were under 1lb 2 Oz. Overall, one of the most disappointing winters for fishing in relation for the size of fish recorded for many years. Lets hope it picks up in the Spring!
